The L.A. Care Health Plan (or Local Initiative Health Authority of Los Angeles County) has been operating out of Los Angeles since 1997. This local, independent public agency serves low-income residents throughout Los Angeles County including uninsured children, Medi-Cal managed care beneficiaries, and additional susceptible populations. They have National Committee for Quality Assurance accreditation. With more than one million members, L.A. Care is the largest public health plan in the United States.
L.A. Care Health Plan consists of five health coverage programs, which are as follows:

The Healthy Families Program – offering health coverage for children who are not eligible for Medi-Cal and whose families are unable to afford private health insurance

Medi-Cal – the only public program to provide coverage for specific groups of low-income adults (i.e. pregnant women, individuals with disabilities) as well as children

L.A. Care’s Medicare Advantage Special Needs Plan – offering collaborative care for Los Angeles County individuals with disabilities and adults age 65 and older who have Medi-Cal and Medicare eligibility

L.A. Care’s Healthy Kids – health coverage for children unable to qualify for Healthy Families or Medi-Cal, up to 300 percent of the Federal Poverty Level (FPL)

PASC-SEIU Homecare Works Health Care Plan – health coverage for in-home supportive services (IHSS) for workers with 77 hours or more monthly for two or more months in a row
